First download the free reader:

To install the free_reader follow these instructions:

Launch the Handheld Desktop software.

Click the Install button at the lower-left corner of the screen. A dialog box appears.

Click the Add button.

After finding the file you wish to install, select it by double-clicking.

After adding all the files you wish to install (you may install more than one at a time)
click Done.

Perform a HotSync operation. When you perform a HotSync operation, your application is
installed automatically. Check the applications menu on your handheld to confirm that the
program has been added.

Now click on the image to download and install the [dec_parts.pdb] on your handheld.
